Spectrum Is the Title Deed. Filings Are Options. Rockets Exercise Them.

Three seemingly unrelated developments have taken place in Europe’s space sector over the past week.
On September 5, Germany’s Isar Aerospace launched its Spectrum rocket from Andøya, Norway, successfully deploying five CubeSats into orbit. It marked the first orbital launch by a privately developed European rocket from European soil.
At a space summit in Paris, four US companies, including SpaceX, were notably absent—making the growing divide between the American and European space industries increasingly visible.
Then, on September 7, Bloomberg reported that Deutsche Telekom, Orange, Vodafone, and Telefónica were discussing a joint bid for 2 GHz satellite spectrum that the EU is preparing to reallocate.
Under a draft proposal, the spectrum could be divided into three blocks: one for European-controlled companies, one reserved for the sovereign IRIS² constellation, and one open to international operators. Existing licenses expire in 2027, and SpaceX has publicly opposed the proposal.
Frequency and orbital access are the closest things space has to land.
Now, this invisible territory is being redrawn—and repriced.
What Does $17 Billion Buy?
Without usable spectrum, a communications satellite cannot do business.
Networks operating in similar frequencies and orbital environments may also interfere with each other. Operators must therefore coordinate their systems through the International Telecommunication Union while obtaining domestic licenses in every market they plan to serve.
What creates value is not one license, but an entire stack:
ITU filing and coordination status
Domestic spectrum rights
Satellites already in orbit
Launch and replenishment capacity
Ground terminals and operating approvals
Revenue-generating customers
In September 2025, SpaceX agreed to acquire EchoStar Corporation’s AWS-4 and H Block spectrum assets for approximately $17 billion, with the spectrum intended to support the next generation of Starlink’s direct-to-device services.
Before the transaction, the FCC had examined whether EchoStar was making sufficient use of its spectrum, while SpaceX had accused the company of warehousing a scarce resource.
The episode shows that spectrum is no longer merely a technical input. It is also a financial asset that can be investigated, reclaimed, transferred and repriced.
Globalstar provides another example. Apple committed approximately $1.5 billion to the company in November 2024, securing access to most of its satellite network capacity. In April 2026, Amazon acquired Globalstar for approximately $11.6 billion, integrating its spectrum, satellites, and ground infrastructure into Amazon Leo.
Rockets determine whether satellites can reach orbit.
Spectrum determines whether they can generate revenue once they arrive.
Filings Are Options
Satellite spectrum can be understood through the framework of financial options.
An ITU filing is similar to taking a place in line. Technical documentation, coordination, and administrative costs represent the option premium. Bringing the system into use and meeting deployment milestones amount to exercising the option.
But a filing is not ownership.
To turn a paper filing into an operating asset, a constellation must still complete international coordination, bring the system into use, meet deployment milestones, and obtain national market authorizations.
ITU rules are therefore not simply “first come, first served.”
At WRC-19, a phased deployment regime was established for non-geostationary constellations. After bringing a system into use, operators must deploy:
10% within two years
50% within five years
100% within seven years
If these milestones are missed, the number of satellites recorded in the filing may be reduced.
Yet tighter rules have not stopped the filing boom.
Constellation filings under countries including Rwanda and the Solomon Islands have covered hundreds of thousands of satellites. At the end of 2025, China submitted filings involving 200,000 satellites. In 2026, SpaceX applied to the FCC for an “orbital data center" system of up to one million satellites.
These figures are applications, not satellites already approved or destined for launch.
“Paper satellites” have not disappeared. They have simply moved from geostationary orbit to low Earth orbit—and expanded from a handful of spacecraft to hundreds of thousands.
The number of filings determines the size of the option position.
Launch capacity determines whether those options can be exercised.
This is why Isar Aerospace’s successful launch matters. Europe can set spectrum policy and plan sovereign constellations, but without reliable domestic launch capacity, its paper rights will remain difficult to convert into operational infrastructure.
In short:
Spectrum is the title deed. Filings are options. Rockets are the exercise mechanism.
WRC-27 Comes to Shanghai
WRC-27 will take place in Shanghai from October 18 to November 12, 2027, preceded by the Radiocommunication Assembly from October 11 to 15.
The conference will examine several issues related to direct-to-device satellite communications, including connectivity within the 694–2700 MHz range and possible new mobile-satellite allocations around 2 GHz.
Its decisions will influence frequency availability, interference protection, and cross-border coordination for the next generation of direct-to-device services.
Europe’s proposed reallocation of 2 GHz spectrum can therefore be interpreted as strategic positioning ahead of WRC-27.
China will enter the conference with three roles:
Host of WRC -27
A major filer of large-scale LEO constellations
A market participant with commercial S-band direct-to-handset services
China’s Tiantong-1 system already uses 1980–2010 MHz for uplink and 2170–2200 MHz for downlink—frequencies closely connected to the global competition around 2 GHz.
This gives the Shanghai conference particular significance:
The next round of negotiations over the world’s “space title deeds” will enter a critical phase in Shanghai.
Conclusion
The logic behind Europe’s three recent developments is now clearer.
Isar Aerospace’s launch gives Europe another tool for exercising its satellite ambitions.
The absence of US companies from the Paris summit makes the transatlantic regulatory divide more visible.
The proposed telecom consortium is an attempt to secure a position before Europe reallocates a critical spectrum resource.
The space race is no longer only about satellite numbers or launch costs.
The real competitive advantage lies in controlling the full stack:
Spectrum, orbital access, launch capacity, satellites, terminals, licences and customers.
That is what turns a filing into infrastructure—and an invisible resource into a valuable asset.
